Can I see which smaps have been distributed to a particular user?

Yes, navigate to the Users menu and click the Manage smaps table icon. Now you get a view of all created smaps of your Creator account. In the Assignment column, you can see whether the user has already been assigned a corresponding smap and whether it has already been installed.
