Why is the title of captured photos always named with the wrong time?

Taken photos are named with the time according to the UTC time zone, so the actual time (at the place where the photo was taken) may differ.

The title is named according to date format: YYYYMMDD and time format: HHMMSS.

The background for this is that in case of doubt, the Creator can track exactly when a photo was taken, regardless of the time zone set on the end device.

In the metadata of the photo, however, the time is additionally stored which corresponds to the time zone set on the end device.
